Maoist attack in Andhra warns of their bid for resurgence there

On Sunday afternoon Maoists gunned down two TDP leaders in Visakhapatnam. The killing of Araku MLA Kidari Sarweswara Rao and a former legislator from the same constituency Siveri Soma marks the first major strike against elected representatives in the two Telugu states in 13 years. Now the big questions that need answering are whether security lapses helped the Maoists pull off this attack and whether the Maoist threat is resurgent in the area.

lapses: to fall from a previous level or standard; to come to an end, especially gradually or temporarily

phrasal verb--- "pull off" : to accomplish in spite of difficulties or obstacles; bring off

resurgent: regaining a previous degree of activity, influence or success

But the way in which TDP workers set police stations ablaze afterwards is also condemnable. CM Chandrababu Naidu has described the killings as a blot on democracy. He must also check his party workers’ lawless activities.

Andhra Pradesh was once a Maoist stronghold. Concerted state action, including surgical strikes by the specially trained Greyhound police and development work to discourage fresh recruitment into the Maoist ranks, has reduced the threat substantially – albeit by pushing it into the neighbouring states also. But there have been signs that Maoist leadership has been trying to regain strength here. They continue to exploit sensitive issues like bauxite mining in the tribal belts.

In this context it is important to note that the latest killings happened during the CPI-Maoists’ week-long formation day celebrations. On top of which police say the MLA had not informed them about his visit to the area. All this is suggestive of a laxity in security, which is just not permissible in the circumstances.

laxity: the quality of being lax and neglectful; lacking in rigor, strictness, or firmness
